since the strap ends see the biggest stresses of any part of the bag under most conditions, i'd assume you'd want to do those pre-bag formation as well in order to grant them best access to a stitch machine. if you have a strap that disconnects with a buckle you could probably do it at any point, but if you have a continuous strap with a cam adjuster or other type of pass-through adjustment like a timbuk2 i think you'd want that to be the last thing you do before main bag formation(putting the seams together that will make it not flat anymore)
