In the long run, you're not going to save money by rotating them. They will eventually both wear out...if you don't rotate the front will wear out quicker than the back, but if you do rotate they will wear out at the same time. So over the course of a long time, you'll replace them the same number of times. But if you mean you just don't have the cash at the moment, then you could save some money short term by rotating.
