See if someone has an etching chemical that could prepare the chrome surface for painting. A powder-coating company might also be able to advise you.
Yeah, I recommend it because I've stripped several bike parts to have them chromed... my cousin and uncle have an electroplating/polishing business I used to work at when I was younger, so I just take parts in there and go nuts.
