Alloy vs. machined steel rims.

I have a pair of 27" steel rims with alloy hubs, the steel rims have a machined braking surface. I was thinking about using the hubs to learn to build wheels. Do the machined surfaces compare to the braking power of alloy, or should I replace the rims? I've never ridden them. I would get the Kool Stop Salmons if I were to put them on a bike.
