Loose spokes and grips question

I have not had any time to begin work on the Raynal. However, I did fill up the tires - boy are they dry rotted, but held air! I could not ride it because the tires are rubbing on the fender, that and one pedal is off! But the spokes seem very loose. The flex quite a bit when i push on them. Therefore, is this something as simple as tightening them down? I was planning on bring the wheels to the LBS to see if they can true them - will they take care of it there?

The grips are going to need replacing. My LBS, who I was counting on, does not have anything like it and then showed me their catalog which did not have anything useful. Therefore, any suggestions where to pick up new ones?
