Well... by that definition a clutch on a car is a brake as well . Mind you I am not disputing that many fixed gear riders can stop their brike and ride it safely without brakes, rather that at least some local vehicle codes may not consider leg braking to legally constitute a proper brake and therefore potentially open the rider up to liability or shield someone else from liability in the unfortunate event of an accident.

In any case my point was that law enforcement rarely makes a point of pulling a bicycle over for lacking all the equipment it might be legally required to have.
