Does not really change the meaning, does it. He still claimed credit for creating the internet.

Hmm I read that entire Snope thing and you are right he did say "creating." The rest of the article is kind of interesting also. It seems to me that there is a clear case to be made that Gore should receive credit for what he did do. And the article indicates his contributions were significant.
The only credit he deserves, is that he put his name on a few spending bills and he voted for them. The credit for the initial, so called, internet belongs to the military and the researchers (egg head geeks) that worked with the military. Al Gore was not even in congress at that time.
