how about this:
I'll go buy a Surly Steamroller, cover it with glue stick and glitter, smack it with a hammer in the toptube, and then charge you an extra $250 (total cost to you: $650).

I asked a few people in Japan about that builder a few years back - no info. Check keirinculture or some other steezer selling keirin stuff. Bike123 is nice, but that frame is overpriced for a dented, used, potentially not so great KingSpeed.
