The quality of OP rims with Ultegra hubs is very high. But it sounds as though the quality of the hub adjustment and the quality of the wheel build on the ones you bought are low. This is not unusual for Performance-supplied stuff.
I like to build wheels myself, but I bought my last set of OP wheels from Performance because they were on sale cheaper than I could buy the separate components for and build them myself. When the wheels arrived from Performance I loosened all the spokes and re-trued and re-tensioned myself. Adjusted the hubs myself. Ended up with an awesome pair of everyday wheels, at a bargain price.
