Weird, I have a friend who had the exact same thing happen, only CTA refused to pay him a single dollar for his bike. They pointed him to some bull**** paperwork that said the bike racks are 100% the responsibility of the cyclist, even if like the bus rear ends someone or anything. I encouraged him to pursue it further, but it was a beater anyways and he never did.
