There may be some wiggle room in there for cyclists-- i don't have the language in front of me-- but absent some wiggle room language, there's no reason to believe that the proscription on following too closely doesn't apply to cyclists as well as motorists.
Yeah, and cyclists could be hit by meteors too! Let us know how frequent that nutty interpretation of traffic law has
EVER been made by a law enforcement officer. Or better yet, when (as Forester suggested) a cyclist
EVER was ticketed for "cycling fast when trying to get to work on time" or ticketed for "cycling to the extent that one became tired."
