safety levers?

Am I totally imagining this, or were they originally marketed using the term "safety" levers? Kind of redundant if you ask me, as the reason for brakes is... Or, to my thinking, an oxymoran, as I personally think they're anything but.

By the way, my new Nishiki Riviera has some burly ones (Shimano brand BL-Z30) to back up the cantilever brakes. I had planned on removing them first thing (along with the kickstand )) but I'm kinda likin' the way they feel. Plus, I have this totally unfounded theory that they will make my bike less of a thief-magnet for the low-life tweakers here in Portland. Maybe if I also turn my handlebars up so the ends face forward
