Certainly not!

That's really only relevant for uphill riding. On the flats, it's power to frontal area that matters. And since frontal area goes up as the height squared, while power increases by a higher exponent (closer to 3), that means a big guy will be faster than a smaller guy, as long as the large dood isn't just fat.
