This is why I believe there ought to be REAL enforcement. In sports, they have referees who will throw your A$$ out of the game. I guess life and death are not as important on the street.

Here's my angle: just like raising children. If you let kids get away with stuff day after day, then come down hard on them once a year, they know you aren't serious the other 364 days.
But if you correct them early, for minor things (even with gentleness,) they may never evolve into major problems. Heck, they may even look up to you for guidance!

There is no consistant traffic enforcement. This sends the message, "we don't care if you're dangerous, just don't get caught."

Consistency is far more effective than heavy penalties, unless they are combined.

Personally, I would like to start with freeways. My elderly Mom and Dad who used to live in Atlanta refused to drive on them. I don't like them, either. No enforcement.

The policy all around seems to be, "Don't offend the motorist. The
more motorists, the merrier (boosting local economies.)"
