1. If you have a carbon fork and it's creaking, and it's not your wheels/hubs/whatever, you should go to a shop and have it looked at right away. Messing with a cracked steerer or fork is bad news. Also, though, it could be that it's your front wheel, bars, or something else. Might be worth a once-over from a trained mechanic.
2. If you're running 28's, run them a little softer, i.e. 10 psi or so below whatever is recommended on the tire. Other considerations might be padded gloves/padded shorts and "floating" over the really bumpy stuff (up out of the saddle, elbows and knees bent to absorb shock).
