It makes sense to me. People are more distracted picking change off the floor or writing out checks in a drive through. And brakes can fail or people forget they're not in Park or something. The consequences of these are a bit more drastic if these people are behind a bike or a ped rather than a car.
I agree, it's dumb. But mostly the companies are paranoid. On the road, you'd take action against the driver; in a drive through, you could sue the company. And they're willing to lose a few bikers' business rather than have any chance of a big lawsuit.
