Bikes: Gazelle Trim Trophy, EG Bates Track Bike, HR Bates Cantiflex bike, Nigel Dean fixed gear conversion, Raleigh Royal, Falcon Westminster.

There are a number of 20" bikes being built now which don't fold, and are more "big bike like" in the rest of their design. I'd take a guess this is what you saw.
