Not really. Europe is very varied but most places have decent metro and bus lines, plus some trams and trolleys. I don't think there is a sizable (100,000+) Eu city without an urban bus system of some sort.
Doesn't mean that people don't overuse cars here but at least there is a somewhat viable alternative. We are not nearly as car-centered over here as you are.
