And who is trying to turn it into a joke? Assuming USADA made an offer along the lines Landis states, it was in a private plea bargaining negotiation. Landis then makes it public in a news conference designed to stir publicity, before his arbitration hearing, and won't even agree to waive the confidentiality provisions to allow USADA to respond.

This is just a publicity stunt by Landis, and has zero bearing on the question of whether his positive test is valid.
