Im about to order a wheelset

and since I'm gonna be a good little boy and get a front handbrake (im a newbie fix gear rider/builder) I was wondering if anyone knows if these are machined rims?
Eitherway is it possible to get a LBS to install sidewalls after I get them, or is it impossible to put sidewalls into a wheelset without totally dismanteling the entire wheel, spokes and all?
