I'd suggest using denatured alcohol (same stuff I suggest to clean disc brakes) to clean the areas you want to apply the tape. It will degrease the area and evaporate cleanly. As for the seatstays, I included some detail shots in this post.
Take your time
(practice with masking tape first then clean afterwards) and the seatstay will help with coverage via it's own taper . Aside from the pieces at the very top of the stay (leftovers) it's all one piece with cut outs for the brake bosses.

You start at the top on the outside. Initially I wanted to go from the rack bosses to the drop outs.
Detail of the brake boss cut out. Note how the tape appears to rotate backwards to face the rear. It's actually fairly straight on the leading edge. (Apparently I need to clean the bike again.)
The taper continues gradually to the rear and around the stay.
The red zip ties are there for my rear mounted computer sensor.
