No, they are just suggesting that you go to the LBS and buy that one roll of bar tape thats really good. Its kind of hit and miss, but such is the life of the brand hater.

Cinelli cork - Love it, but pretty thin and not that cushy or durable. Looks great, wraps decently, but will be kind get quite a bit more messed up each rewrap. The edges taper off to really thin and are prone to tearing, also if you stretch the tape too much. The adhesive tape strip will pretty much always stick to the bars making unwrapping kind of a pain. Kind of expensive.

Soma thick and juicy - tough as nails, super cushy and thick, scraped texture for good grip, cool colours (esp. camouflage). really stretchy and hard to rip, good for rewrapping. Pretty expensive.

Aztec kit with the foam bar pads and black foam bar tape for on top - SUPER DUPER SUPER CUSHY. The foam pads are great, but the black foam bar tape is weak. It stretches pretty well but its really fragile and looks pretty crappy and I don't like the texture. I'd suggest new tape on top of the pads, making the set pretty expensive.

cateye cotton tape - Griipy but I'm not a big fan. pretty cheap and looks good though.
