Yeah, there's little holes in the bottom bracket (maybe 1/2" in diameter or less?) for the insides of the chainstays.
Also keep in mind 2 light coats are better than 1 heavy one. Spray the big tubes for like 3 or 4 seconds, the stays can get 2 or 3 seconds and after sealing everything up, roll the frame around for 10 minutes. Let it sit for an hour or two, roll around some more and let it sit for 24 hours.
Then, if this bikes gonna see a lot of rain and snow, do that again.
