Absolutely not. The difference is intent.

Going to the park is local casual transportation.
Riding rollers is training.

Yes, one can combine both, make the ride to the local park a training activity, but I still think this is foolish, the assumpion being the park is only a couple miles away, too short for any real training at any cadence, high or low.
