It looks like you left the basetape from the old tubular on there, so yes get it off.

If I remember the thread, turning the new tubular inside out was the intent. I've not done this but it certainly makes it easy to access for glue application.

Have you pre-stretched your new tubular inflated on a rim? Do this first before you start gluing. It will make life easier.
