This is a given. This is why I avoid places where dogs roam off leash -- you can count on people who don't know what they're doing to be there. Likewise, dog owners should know better than to be anywhere near a path known to have bikes on it -- they can count on speed demons. It's much smarter to base your decisions on what people actually do than on what they should do.
