That's exactly whats' wrong with a wrong-way cyclist. there are no "rules" in place to determine which cyclist yields. If I'm riding the right way, do I yield by going around (meaning riding out into traffic)? Does the wrong way cyclist yield by riding out into traffic? Do we both make the mistake of riding out into traffic, and thereby collide with each other?
Nobody knows, because there are no rules.
Is it really that difficult for you to resolve this dilemma and be on your way on your bicycle, even without everyone else cycling the "right" way and following all the rules?
