On the bike scene, this bike will have no value at all, too old, parts not up to todays standards, and quite frankly, probably extremely heavy compared to modern bikes. Bikes have improved in the last 5 years, let alone the 15 that this probably is.

Difference is, How much do you want it? I think you could do better by going to your lbs, but it is up to you. My suggestion is to rate it at the lower end of the bikes you are looking at, because that will be the 15years difference of technology, and then half the price of a new bike. And that is only if you really want this bike.
