Sure. Supply and demand. Since every hipster and their girlfriend just
must have a vintage track frame, prices for even mediocre bikes have gone thru the roof. I have been buying used track bikes for over 15 years now and I really cant believe people are paying what they are. Even 5 years ago I could still pick up a nice vintage bike with full Campy for under $600. Now that they are popular, prices have gone up dramatically. Eventually track bikes will go out of "fashion" and all these folks who overpaid for their bikes will be crying when they are lucky to get half what they paid. I for one look forward to this day.
