You can get a pair of Planet Bike 20" fenders at
http://www.niagaracycle.com for $20 ($9.99 for the front and $9.99 for the rear). Unlike other heavily discounted shops, Niagara doesn't seem to overcharge on shipping. So although it may be possible to get find these fenders listed for a dollar or two less elsewhere, I seriously doubt the total, shipping included, will be less than Niagara. I actually ordered them myself just moments ago, which is why I didn't post until now (wouldn't want you to grab the last one before I got mine

If you're still interested in the particular fenders supplied by Downtube, I'd be willing to trade the rear fender that came with my VIIIH for the Downtube bike bag (are they still packing these in with the bikes?).
