Make sure your stem is the right length/height and that your seat isn't too far back. I get this image that you're sitting with your butt all the way back, body almost level with the ground and arms straining to reach the hoods. Your arm should be able to bend at the elbow and relax.
Try riding in different positions, in the drops, on the flats and on the hoods. You get a more upright relaxed position on the flats.
