Yes, the city could, and the parks dept. could pass regulations that have the force of law. Whether they actually have is the question you're raising. Aside from ordinances, one would also have to consider the common law. If you speed on an MUP and cause a crash, you're going to be held accountable for violating your common law duties, even if there's no ordinance requiring you to observe a speed limit.

I think you're grasping at straws if you're arguing that they have no authority to enforce speed limits on an MUP.
We now have a state law that limits the authority of local governments to pass bike regulations. Since state law only authorizes traffic regulations on bikes on roads and bike-exclusive paths, I wonder if local governments can still pass local regulations.

And I agree with you, with a few very rare exceptions, if you rear-end someone, it's your fault.
