Not true. The high limit screw is to stop the derailleur from moving too far out.

Flip the small shifter several times to make sure all of the cable is out of the shifter. There should be no slack in the cable. If there is loosen the cable from the derailleur, take the slack out, be careful to re-attach correctly. The barrel adjuster can be used to add tension if needed.
