step1: Check the valve hole on the rim to check if the edge isn't too sharp so that it rips the stem base.
Step2: Invest in better quality tubes if step 1 doesn't provide any results.
step3: If all else fails, consult your LBS but preferably an aged mechanic who knows all the tricks of the trade.
