I think this law is silly, but it probably wouldn't stop you from buying a recumbent with quick release. The pedal-reflector rule hasn't stopped the sale of bikes with clipless pedals. Instead, bike shops sell bikes without pedals, and you buy the pedals separately.

I suspect that if this bill became law,you'd buy your bike with a bolt-on skewer. Then you'd pay an extra few bucks to buy quick release skewers separately.
