Can you really draft going up a 4-mile hill? I would think you'd be going too slow to really appreciate a draft.

Also, from a scientific perspective, how close does the following cycle have to be in order to really get the benefit of a draft? I would think that if it's more than a few inches, the wind is going to rush around the lead rider and close back up, hitting the following rider just like it would have ordinarily.
