san diego is great, depending on where you live. the cities surrounding downtown form a really fun network, since they're all pretty small and close to one another, and there are decent bike lanes along the coast, which can take you far north if you know how to go. Also, north county i hear is popular for training. Sacramento, on the other hand, sucks. I've never seen so many nails, pieces of broken glass, hub caps, and other miscellaneous car parts strewn about the shoulders and lanes. They have a really nice bike trail you can drive to though.
