My Old Peugot

Hey all.

First time posting in this forum, but a friend of mine just donated an old Peugot Frame/fork that an old tenant had left behind. He thought it was rideable, but upon closer inspection it turned out it was pretty much stripped as far as could be my someone with an adjustable wrench and a pry bar. (they even managed to unscrew the BB as far as they could until they realized they couldn't get the cottered cranks off (which I'm assuming from the bend in them they tried to pry off)

Anyhow... before I go ahead an make this into a beater/bike polo/ice racing bike I thought I'd check here to see if I'm committing some sort of blasphemy.

This is what I know:

It's metallic green, with green/chrome forks designed for centerpull brakes.
The frame has stickers that say "record du monde" and "tube speciale" on the seat tube.
The stem is lugged.
The frame lugs have cutouts with square edges (like stairs is the best way to describe it)
There's some cable guides along the downtube and top tube which are basically a squared off "u" shape tacked onto the frame.
It had Mafac brake levers (with the levers covered with a white plastic sleeve)
There are frame pegs on the inside of the downtube that look kinda flimsy (brazed on "L" shapes)
The serial number is riveted to the BB shell and it is 2229177

It's missing brake calipers, derailleurs, shifters and I do have the wheels if I want them (but couldn't be bothered to carry them home.)

I tried both 700C and 27" wheels on it for size and it seems like the brake reach would be long with either one (although perhaps OK with centerpulls)

So... beater bike or should I save it to fix up?

Sorry no pics as I spend all my money on bike stuff and don't have a camera!

TIA for help!
