Here's an update:

I called CHP/Redwood City this morning. They told me I needed to come in to their office to complete a counter report. After I asked them if there was a website I could go to to fill-out or obtain the form (since Redwood City is inconvenient for me to get to during the week, I was told that I could go into any office and complete the necessary paperwork. So, at lunch time, I headed to the San Jose CHP office and filled out the four pages-worth of forms. After I was done, the officer made a copy of the forms, told me they would send them to the Redwood City office, and advised me to call back to Redwood City on Thursday or Friday. He also got on the computer and let me know that the license plate number I provided was, in fact, registered to a Mustang.
