At pretty much the same time, two other cyclist passed by, and they had no helmet(I had), headlight, or tail light(I had).
The helmet issue is irrelevant since it's not a law to wear one in Toronto.

Were they asked to stop? No.
The police do not have nearly enough resources to ticket every single traffic violation in the city. Surely that does not surprise you. Or are you one of those people who say things like "Well, everybody speeds and runs reds all the time, so I have the right to do it too"?

Honestly, thinking about it just makes me pretty angry. I mean, with all the really bad things happening around in my city, why is the police wasting their time with such things?
It was probably part of this . From what I gather, it's a very good campaign. And cyclist education is not a waste of time.

Seriously, you don't need a police officer to tell you that you need a headlight. If you value your life, you'll have one on your bike. A ticket (which he didn't even give to you) is nothing compared to being run over by somebody pulling out of a driveway because you were invisible to the driver...
