I can't recall anyone saying they regret paying the extra to buy Ortlieb. I can recall plenty of posts from people that have had trouble with cheaper panniers and bags.

I have Ortlieb panniers and they are worth it. A breeze to put on and take off, super secure once on, super waterproof, no problems with heel strike or bending into the spokes.
