What kind of bike are you riding? I am 6'2" with size 13 shoes and don't have that problem on any of my bikes. I would think you need to be more concerned about the top tube length and the head tube angle, than the chainstay length. The length of the chainstay is more of an issue when you are using panniers and need room for your feet to clear them. It sounds like your bike is just the wrong size. I would think you would need a 60 to 62 cm bike. What size are you riding now?
