Actually, in light of that last paragraph, you might want to try the method they're using over at bikejournal.com. That is evaluating proposals from people willing to host the event based on rides, lodging, etc., rather than just tossing around names of cities.
I suppose proximity to and quality of pie should be added to the criteria...
