There are two ways to look at it. One view might be that it's a twenty year old bike so shouldn't be worth more than $150 or $200, even with the new parts. Another view is that an equivalent bike new today would set you back $1000 or more.
Personally, I think it's easily worth $220 if it's straight, doesn't have any rust, and has the new parts on it.
