Go to a place where they sell stuff for babies. I have a foam 2 bottle carrier
made for babies. You can just squeeze in a couple water bottles...

Now take the water bottles and put an inch of water in there and freeze them.
Take them out and fill them up just before you head out the door. Hidden away from the sun in panniers the water will stay cool for a couple hours.
