I say if you get scammed, it's 90% the fault of the buyer for not doing prior research.
Overall, I'm not willing to accept mediocrity or someone else's lack of integrity and/or morality. Most ebay problems between buyer and seller are reported to be a misunderstanding due to communication or lack thereof. I've initiated the communication as I felt one business week was time to get the product across town. As socal pointed out, I could be wrong if the seller shipped parcel post. However, I asked for tracking info as a gentle way to find out how the item was to be shipped and have yet to received a response. I'm hoping this is a communication issue.
As far as fault goes, it's 100% the fault of the scammer whether it be ebay or anywhere else on taking someones money and not fulfilling their end of the deal. The ignorant buyers can lessen the chance of getting scammed by doing what you suggest, but saying it's the buyers "fault" is not correct, imo of coarse.
