The Washington area is generally good with bikes but there are exceptions. WABA is a good resource of info. http://waba.org/areabiking/

I lived in Phoenix AZ and I have not found the temp/humidity thing here to be that big of a deal, that is to say if you can tolerate 105-110 there you’ll do fine in our 90 degree heat. Though I do find from time to time I need to supplement sweat with some water pored over head and limbs.
