surly lockring quality issue?

i wanted to change my gearing, so i bought a 17t surly cog and figured i would buy the "matching" surly lockring (with the lip that fits into the cog). i cleaned the threads of the hub and spun the new cog on. when i tried to put the lockring on, though, it wouldn't go. i flipped it around and it spun on perfectly with no effort. i even tried my old DA lockring and it went on easy as pie. the surly ring will simply not thread on with the lip-side towards the cog. (and it's not that i am cross threading it. it simply threads on about 1/2 turn and locks up. flipped over, it works perfectly...)

the threads look ok and feel smooth (no burrs or dirt), but are obviously messed up in someway. anyone else have issues with surly lockrings? not that it's a big deal - it only cost me 8 bucks and i am sure the shop will take it back if i want to make the trip. but i was just wondering for future purchasing info. i'll just use the old DA lockring.
