For me at least. The cycling in Japan is so chaotic, nobody accepts any laws. It leads to accidents and it makes us good cyclists look bad. Remember that article, the police wanted to make the new law so the bicycles could be ridden only on sidewalks. That's all because of dumb asses like those guys. The cyclists' death rate in Japan is also very high.

About the climate. It's rainy season now, it rains almost everyday. I wouldn't want to an expensive road bike's gears and chain rust.
