So my question is, how loose is too loose? Or does it matter with 3sp hubs. Currently in 3rd gear the cable droops, in second, the cable is slightly taught, in first, very tight. If you pull the lever slightly beyond 3rd, it disengages again.

The cable will be slack in 3rd gear. Follow Sheldon Brown's

as long as you have all three gears with no skipping you are good to go.
